Any Food Business Operator (FBO) engaged in manufacturing, processing, packaging, storing, transporting, distributing, or selling food products must register under FSSAI before starting operations.
What is an FSSAI Certificate?
FSSAI stands for the Food Safety and Standards Authority of India. It is an autonomous body established under the Ministry of Health & Family Welfare, Government of India.

Types of FSSAI Registration
FSSAI registration is classified based on the nature of the business, annual turnover, and production capacity. Depending on these criteria, Food Business Operators (FBOs) must obtain one of the following:
FSSAI Basic Registration (Petty Food Business)
- Applicable for businesses with an annual turnover of up to Rs. 12 lakh.
- Suitable for small-scale food vendors, home-based businesses, and petty manufacturers.
- Application Form: Form A
FSSAI State License (Medium Food Business)
- Required for businesses with an annual turnover of more than Rs. 12 lakh and up to Rs. 20 crore.
- Suitable for medium-sized manufacturers, processors, transporters, and traders operating within one state.
- Application Form: Form B
FSSAI Central License (Large Food Business)
- Mandatory for businesses with an annual turnover of more than Rs. 20 crore.
- Required for large manufacturers, importers/exporters, and businesses operating in multiple states.
- Application Form: Form B
FSSAI License Eligibility
Food Business Operators (FBOs), except small-scale petty businesses, must obtain an FSSAI License.
State FSSAI License (Medium Scale Business)
Applicable for medium-sized manufacturers, traders, transporters, marketers, and similar food businesses operating within one state.
Eligibility Criteria:
- Annual turnover between Rs. 12 lakh and Rs. 20 crore
- (Up to Rs. 30 crore for transportation and wholesalers)
Includes:
- Grain, cereal, and pulse milling units (no production limit)
- Medium-scale food businesses within the following capacity:
Capacity Limits:
- Food production (other than milk & meat): 1–2 MT per day
- Milk procurement/handling: 501–50,000 litres per day
Slaughtering:
- 3–50 large animals per day
- 11–150 small animals per day
- 51–1,000 poultry birds per day
Storage: Up to 10,000 MT
Transportation: Up to 100 vehicles
Hotels: 1 to 4-star rating
Vending machines: Up to 100 machines in one state/UT
License validity: Minimum 1 year, Maximum 5 years
Central FSSAI License (Large Scale Business)
Mandatory for large manufacturers, importers, exporters, and multi-state food businesses.
Eligibility Criteria:
- Annual turnover above Rs. 20 crore
- (Above Rs. 30 crore for transportation and wholesalers)

Mandatory irrespective of turnover for:
- Businesses operating in two or more states
- Importers and exporters
- Proprietary or non-specified food manufacturers
- Health supplements and nutraceutical businesses
- Food irradiation units
- Food businesses in Central Government premises
- Railway catering, canteens, hawkers at railway stations
- E-commerce food operators
Capacity Limits:
- Food production (other than milk & meat): More than 2 MT per day
- Milk procurement/handling: More than 50,000 litres per day
Slaughtering:
- More than 50 large animals per day
- More than 150 small animals per day
- More than 1,000 poultry birds per day
Storage: More than 10,000 MT
Transportation: More than 100 vehicles
Hotels: 5-star and above
Vending machines: More than 100 machines across multiple states/UTs
